"Keep your hands where we can see them," one officer ordered.
Confused and frightened, Jamal slowly raised his hands.
His basketball bag slipped from his shoulder and fell onto the pavement.
"I live here," he explained. "I was just riding home."
But Victoria continued making accusations.
"I saw him looking around houses," she said. "I thought he was trying to break in."
Jamal looked shocked.
"I wasn't doing anything. I was just checking my phone."
The officers exchanged uncertain looks. They had a report, but they had no evidence of a crime.
Still, the situation had already escalated.
Then they called his parents.
